SA family owned and operated Westside Constructions and John Seymour Consolidated have formed a joint venture to transform the iconic beachfront landmark into a contemporary coastal retreat and tourism drawcard.

The unique premium offering provides the ultimate in accommodation and hospitality for permanent residents, local holiday makers, overseas tourists and business groups.

Joint venture spokesperson, and CEO of Westside Constructions, Greg Phillips said the proposed development would set a new benchmark for regional accommodation in South Australia.

“Every detail in its stunning modern design is of the highest quality and at the same time in keeping with the site’s local heritage connection,” Mr Phillips said.

“Nothing like this currently exists in South Australia and we hope it will also put Victor Harbor firmly on the global map for regional tourism and business functions.”

The proposed development at 21-29 Flinders Parade features:

  • A new six-level hotel and private residence building
  • 45 premium residential apartments
  • 63 hotel rooms
  • Contemporary restaurant and bar
  • Executive retreat including spa and wellness offering and function facilities
  • Upgrade of existing Anchorage state heritage building (Warringa Guest House)
  • 500 additional public carparks

The proposal, which has received local council planning approval, is now subject to the Joint Venture’s own final feasibility and due diligence before progressing. If it does proceed, construction would likely begin in early 2027.

Westside Constructions is a third-generation company that has been providing development and construction expertise in South Australia for 48 years.

John Seymour Consolidated is a private investment company owned by the Thomas family of South Australia which also owns meat processing company Thomas Foods International.

Darren Thomas said: “My family has a long personal connection with Victor Harbor and we want to see it continue to prosper. Along with Greg, we see an opportunity to create something truly special at this site in keeping with its surrounds and adds value to the community, region and state, generating jobs and long-term economic activity.”
